Is a cat-back exhaust legal in Ontario? Canada, province by province.
This article is written for: Canada. For your country: Is a cat-back exhaust legal in the UK? What the MOT checks.
Updated October 30, 2026.
A cat-back exhaust leaves your factory catalytic converter, oxygen sensors and on-board diagnostics exactly as they are, and with a Rog valved system, valves closed, your car sounds very close to stock, around town and at a safety inspection. Valves open, it has the voice you chose for it. If you replace the front section too, our 200-cell sport catalytic converter keeps emissions control. Each system is built from your VIN, from a 3D scan of the chassis and of the original system, and bolts onto the original mounting points with no welding. Free technical documentation for your paperwork, a 3-year warranty and free shipping, with duties and taxes included in the price.
What you get with Rog.
- The sound you choose: you configure your system (design, material, catalytic converter, valve control), and you open the valves whenever you like, on an open road or at the track.
- A quiet car when it matters: valves closed, the sound stays very close to stock, in your neighbourhood and at an inspection.
- A system made for your car: built from your VIN, from a 3D scan of the chassis and of the original system, checked before production; it bolts onto the original mounting points with no welding, at the shop of your choice.
- Emissions control kept: a cat-back keeps your factory catalytic converter; as an option, a 200-cell sport catalytic converter keeps emissions control; the catless version is for track use only.
- Valves controlled by your car's original drive modes or by the Rog remote.
- The technical documentation for your system, free, on request, for an inspection or for your insurer.
- 20 business days to build and deliver, free shipping, 3-year warranty, duties and taxes included in the price.

Inspections in Ontario and Quebec: how they work.
- No periodic inspection for a passenger car in Ontario or in Quebec. In Ontario, a Safety Standards Certificate is needed when you transfer a used vehicle to a new owner or register a vehicle from another province or country; it is valid for 36 days. In Quebec, a one-time mechanical inspection applies in specific cases, such as a vehicle from outside Quebec or a rebuilt vehicle.
- No emissions test in Ontario: the Drive Clean test for light passenger vehicles ended on April 1, 2019. Emission control systems must still be present and operating, and a cat-back leaves them as they are.
- A clear figure in Toronto: for a stationary vehicle, the noise bylaw (Chapter 591) sets 92 dB(A) at idle and 96 dB(A) at any higher engine speed, measured at least 50 cm from the exhaust outlet. Valves closed, your car stays very close to stock.
- Fitting: the system bolts onto the original mounting points, with no welding.
The rules, in short.
Rog exhausts carry no certification of their own: that is a choice, because a certified system sounds almost like stock, and the valves give you both. In Ontario, the Highway Traffic Act (section 75(1)) asks for a muffler in good working order and in constant operation to prevent excessive or unusual noise, and bans a muffler cut-out, straight exhaust, gutted muffler, by-pass or similar device; British Columbia (Motor Vehicle Act Regulations, section 7.03) and Alberta (Vehicle Equipment Regulation, section 61) have similar muffler rules. In Quebec, sections 258 and 260 of the Highway Safety Code require an exhaust system that meets the standards set by regulation and forbid reducing its efficiency; the Sûreté du Québec reads them as covering a muffler modified to increase engine noise. Valves closed, your car sounds close to stock; on the road, the officer decides.
On emissions, a cat-back leaves the factory system alone. For a sport catalytic converter, the rules depend on your province; the catless version is for track use only. In Quebec, the SAAQ states that a passenger vehicle can be modified for looks or to improve its performance, as long as the modification respects the law, and suggests asking it before modifying a car: the SAAQ decides. Tell your insurer before fitting. Everywhere else, your province decides.

Frequently asked questions.
Valves closed, is my car quiet?
Yes: valves closed, the sound stays very close to stock, around town and at an inspection, and you open the valves when you choose. Your province decides.
Is there an emissions test in Ontario?
Not for passenger cars since April 1, 2019; emission control systems must still be present and operating. A cat-back leaves them as they are: your province decides.
Does Quebec have a mechanical inspection?
Not a periodic one for a passenger car: a one-time inspection applies in specific cases, such as a vehicle from outside Quebec, a rebuilt vehicle, or at an officer's request. Valves closed, your car stays close to stock: the SAAQ decides.
Will the system fit my car?
Yes: it is built from your VIN, from a 3D scan of the chassis and of the original system, and checked before production. It bolts onto the original mounting points with no welding, at the shop of your choice.
What happens to my catalytic converter?
With a cat-back, it stays in place. If you also replace the front section, the 200-cell sport catalytic converter keeps emissions control, and the rules depend on your province; the catless version is for track use only. Your province decides.
Does Rog provide documents?
Yes: on request, we send you the technical documentation for your system free of charge, describing your configuration, for an inspection or for your insurer. Your province decides.
